2. Preamble

Salahaddin University–Erbil, as a leading public higher education institution in the Kurdistan Region of Iraq, adopts this institutional policy to guide academic, administrative, research, and societal activities in accordance with its Strategic Plan (2025–2030).

This policy establishes the governing principles, institutional commitments, and operational framework through which the University fulfills its academic mission, advances innovation, strengthens governance, and contributes to sustainable societal development.
