Corruption Diagnosis and Eradication (CODE) in a Symposium

Introduction and aims

Iraq is among the most corrupted countries in the world. This is greatly related to its oil fortune. The oil income encountered to be nearly 100 Billion US Dollars which constitutes 90% of its budget. The country is greatly influenced by political influence and interference. 

The corruption network in Iraq and Kurdistan Region is considerably a strong establishment, against which fighting would be a great challenge. Nevertheless, being among the worst countries in the world in corruption and governance according to corruption index is attributed to may factors. These include the lack of experience of the new government in public administration, influential impact of previous regime with multiple financial and economic crises, lack of resources for fund and money management to absorb the flood of income, and lack of intention and will of politicians for setting up an anti-corruption strategy. 

It worth to mention, however, initiation of anti-corruption programs were born several times throughout the past decades but all faced the failure and didn’t see the light due to many reasons. This is may be due to political influence and interference, lack of intention and will of politicians and decision makers, disrupted and multi-cultural society, lack of proper and scientific measures and resources.

The corruption in Iraq is getting stronger as the military and security services are one of the major concerns in corruption analysis and indicators. Oil smuggling guarded by such forces made anti-corruption claims a risky approach. This is particularly in the south of Iraq were armed forces outside the law (militant groups) became a phenomenon.

It’s of note that over the past two decades, very little of oil money has been spent on improving the lives of ordinary Iraqis. Instead, through vast networks of patronage, Iraq's oil wealth has been distributed among a select few.

Research in this field and approaching such a sensitive topic also became a challenge, thus, very few articles (mostly nonacademic) were published with regard of corruption analysis, diagnosis and eradication. The lack of proper and evidential data along with shortage of research in this field, a huge gap is noticed throughout the literatures. Therefore, Salahaddin University Research Center (SURC) in collaborative partnership with the Kurdistan Integrity Commission are to propose the organization of (Corruption, Diagnosis and Eradication) (CODE Symposium).

CODE as an initiative symposium is to accommodate all relevant parties internationally and locally to meet, discuss, and elaborate conclusions and recommendations toward cleansing the systems of Iraq and Kurdistan Region from such an endemic disease. 

CODE provides a platform for the researchers, academicians, governmental and non-governmental organizations to share their case reports, articles, ideas and publications. SURC and the Kurdistan Integrity Commission throughout organizing CODE symposium tries to take the privilege in accommodating the top researchers of the region. This is in addition to welcoming the international excellences in order to bridge the exchange of knowledge, experience and previous instances between the master minds of the fields.

CODE symposium will be the first huge event on corruption in the region that gathers decision makers with academicians, governmental concerned personals with media. Toward a better understanding and initiating a real will of anti-corruption are the main themes of the conference. However, the aims of the conference are: 

  1. Identifying the gaps of data and knowledge with regard to the corruption index and indications in Iraq and Kurdistan region.
  2. Discuss the possible solutions for the obstacles toward intentional will of anti-corruption efforts.
  3. Introducing the latest research and endeavor in the field of corruption and anti-corruption studies.
  4. Presenting the recent advances and innovative approaches in diagnosis and eradication of Corruption.
  5. Initiating campaign and awareness against corruption by connecting media and government with academicians.
  6. Involving public in the anti-corruption and research support

The CODE will accept articles, papers and proposals in the following fields:

  • Corruption diagnosis and treatment
  • Anti-corruption awareness
  • Anti-corruption approaches
  • Social Structure 
  • Socio-economic studies
  • Poverty 
  • Resource management
  • Community Awareness and Involvement in corruption Research
  • Causes of Corruption and inducing factors

The Keynote Speakers for the Symposium will be announced later.

In addition to the Keynote Speaker sessions, the conference will also include exhibitions, abstract submissions, and poster presentations.
