
In order to conclude the agreement of 1st March 2016 between Ministry of Higher Education and Scientific Research of KRG and Ministry of Science, Research and Technology of the Islamic Republic of Iran which was signed in Erbil, a delegation of Ministry of Higher Education and Scientific Research headed by Dr. Yousif Goran, the Minister of Higher Education and Scientific Research, arrived in Tehran, Iran.
On Monday, 24th April 2016, the delegation of the Ministry of Higher Education and Scientific Research joined by Dr. Ahmed Anwar Dizayee President of Salahaddin University, Dr. Salah Said President of Sulaimani University, and Dr. Alan Faraidon President of the Polytechnic University of Sulaimani in their first destination in the Ministry of Science, Research and Technology were welcomed warmly by Deputy Minister Dr. Salar Amoli.
In the meeting in which also a number of university presidents in Iran participated, methods of implementation of the agreement were discussed.
Dr. Salar Amoli expressed his happiness for being part of the academic and scientific collaboration with the Kurdistan Region. Therefore, after his return from the Kurdistan Region, he assumed the responsibility of laying the groundwork for the collaboration project. He also stated that the variety of the universities in Iran will make it easier for the relations to develop.
Later, Dr. Yousif Goran explained that KRG highly regards the mutual collaboration between the two ministries in question and the universities in the Kurdistan Region and Iran. He also maintained that the purpose of their visit is to develop and put into effect the agreement signed previously. He also reiterated that the Kurdistan Region universities, especially the universities on the delegation team, have plans to foster the collaboration.
Following that, other aspects of the collaboration were discussed. The first phase of the plans was to offer Masters and Ph.D. places to the students of Kurdistan Region in Iran. It is worth mentioning that 25 out of 100 scholarships will be without charge.
Also, it was mentioned that the university lecturers of KRG can pursue a six-month course in Iran. More than that, six lecturers can conduct their research projects in the research centres in Iran gratis.
It was also resolved by that the universities of Nur and Kurdistan to provide two lecturers of Persian language and literature to Salahaddin University and the University of Sulaimani. The Ministry of Science, Research, and Technology in Iran is willing to open branches of two universities in the Kurdistan Region. The ministry will cover the expenses on the condition KRG provides them with university buildings. In the meeting, opening an engineering department in Sulaimani University in collaboration with Isfahan University in Iran was put into consideration.
In return, the delegation of Ministry of Higher Education and Scientific Research in the Kurdistan Region emphasized putting into practice the elements of the projects in a near future. Within this framework, the President of Salahaddin University stated that the university has four projects and he hoped that they will reach a conclusion to start working on them, especially concerning the exchanging of academic staff, carrying out mutual research projects, and collaboration in master’s studies with Ministry of Science, Research and Technology for Persian Department. Also, he suggested two candidates to pursue Ph.D. in language so that they can pursue their academic studies. Dr. Ahmed Dizayee suggested that the language centre of Salahaddin University can be used for opening Persian language courses. Furthermore, he mentioned that Salahaddin University will establish Petroleum Engineering and Chemical Engineering departments. He hoped that they could support the university in this respect.
Similarly, in the meeting the presidents of Sulaimani University and Polytechnic University in Sulaimani proposed collaboration projects concerning postgraduate studies in Iran, Persian languages courses and exchange of lecturers.
