The title of the seminar: Creating the Academic Profile

Under supervision of the IT Unit of the College of Law and Political Sciences on 19/01/2016 at Professor Abdul-Rahman Raheem Hall at the College, a seminar was organized for Lecturer Twana Mohammad Ali, member of the University Web-site entitled “How to Create an Academic Profile” where all our College member staff were there regarding the opening of the Lecturer’s Profile on Google Education.

In the beginning, Lecturer Twana talked about the way of creating a profile for the lecturers and. What should be said is that the participants found the Lecture very useful and almost all of them could make their profile.


Kurdistan's Flag Day 17-12-2015


On Thursday 17-12-2015, College of Law and Political Sciences celebrated (Kurdistan's Flag Day) and welcomed this day through organizing academic seminars, debates, and raising the colored Kurdish Flag on the college building.

According to the Law (No: 48) issued by the Kurdistan Parliament in 2009, 17th of December is the Kurdistan's Flag Day. Every year in this day, Kurdistan Flag as the symbol of Kurdish nation that expresses the glory of Kurdistan’s history in its struggle for peace, liberty as well as independence, people in all parts of Kurdistan celebrates this day through wearing Kurdish traditional cloth and Kurdistan national anthem.

It is important to note that in 17th of December of 1945, the same flag was raised by Peshawa Qazi Mohammed for the first time on the municipality building in Mahabad city. In 17th of December of 1946 after the fall of Kurdistan Republic; in order to preserve the only precious sign of Kurdish identity and nationalism, this flag was given to General Barzani (the commander of military forces in Kurdistan Republic) by Peshawa Qazi Mohammed himself. Since then, this flag becomes the symbol of Kurdish nation and thousands of Peshmargas have sacrificed their souls to preserve this flag.  


 the college of law and Political Sciences participated to a training course at (Appalachian State University)

In October 2015, the college of law and Political Sciences participated to a training course at (Appalachian State University), which conducted at the United States. The trainers were a part of the academic debate course at salahaddin University. The college of law and politics participated by the representative of (Ms. Shokhan Sherzad Qader). The aim in this training was to train the lecturers for the development of the curriculum of (academic debate and critical thinking) course. In this training the lecturers achieved a specific method for the development of the students’ abilities to debate academically. After their returning, a workshop conducted by the participated lecturers for the rest of the academic debate lecturers, the aim was to prepare a course for this subject by fostering all the achievements in this training. Translating the subjects to Kurdish, and distributing to all colleges at salahaddin University. In this regard, the representative of college of law and politics (Ms. Shokhan sherzad qader), presented a seminar under the title of; (persuasion and argumentation), in this seminar she focused on the importance of creating argument and persuading the others. Later a discussion went on by the participants and appointing the most important aims in this course.




A seminar presented about (Legal and Constitutional Framework of the Iraqi Prime Ministers, Haydar Al-Abadi’ Initiative for the Reform)

On Wednesday, 14/ 11/ 2015, at 10:30 a.m. at Professor Abd Al-rahman Rahim Hall, College of Law and Political Sciences, a seminar entitled (Legal and Constitutional Framework of the Iraqi Prime Ministers, Haydar Al-Abadi’ Initiative for the Reform) was presented by Assistant Lecturer Halmat Sadoon. The academic staff of both Law and Political Departments attended this seminar. At the end of the seminar, several questions and remarks were asked and made and all of them were answered by the lecturer. The seminar lasted one hour. 


 ِA Seminar  presented about “Rationalism and Liberty, Correlation and Problem”

In the presence of the Dean of the College – Dr. Sherzad Aziz Suleman, the Dean’s Assistant, the Head of Law Dept., the Head of Political Science Dept., some Lecturers, Students, and staff, a seminar has been presented about “Rationalism and Liberty, Correlation and Problem” by (Dr. Salar Othman) on (Monday 19/11/2015 at 11:30 am) in the (Madraj Hall). In the beginning, Dr. Salar described the concept ofRationalism and liberty and theircorrelations. Next, he explained the problems of the Media and the freedom of the speech. Then, some questions has been raised by the audience, and answered by the presenter, Dr. Salar in a discussion form. Finally, the Quality Assurance Unit and the Dean of the College awarded a certificate to Dr. Salar Othman on his seminar. After all, Dr. Salar appreciated the University Academic staff and their facilities to his seminar presentation.


Support to Higher Legal Education in Iraq

The project of European Union (EU) is led by the Team Leader (Ulrich Schroeder), and (Shane Cunnane) is the Information and Communication Technology Expert. Additional has the project(400) working days for Short Term Experts to implement activities for the beneficiaries. The project organized a Study Visit to the Max-Planck-Institute for Comparative and International Law in Heidelberg, Germany and as well a monthly Online Video Conference with topics related to Comparative and International Law and (37) other activities (including IT network and electronic library). On the (23)rd of August 2015 and (24)th of August 2015 the project hosts the International Conference: The Future of the Higher Legal Education in Iraq, in Erbil. The beneficiaries' commission established for this conference six sessions: Legal curriculum development, Legal teaching methodologies, Bologna Process, Employability, Donor Coordination and Higher Legal Education in the European Union.

In 2013, the European Union established a project entitled Support to Higher Legal Education in Iraq and Kurdistan Region. The aims of this project are three fold namely.

1-Enhancing the overall academic environment within Iraq and Kurdistan Region Colleges of Law. This includes supporting the ongoing development of Higher Legal Education curricula to meet European and international standards.

2-Facilitating the (re-)connection of Colleges of Law within Iraq and Kurdistan Region, European and international counterparts. The enhanced sharing of knowledge expertise and resources, improved collaboration with local, regional and international peers, and increased research opportunities are some of the benefits expected to arise from this project.

3-Also, Capacity Building Curricula Development and facilitation the reconnection of Higher Legal Education Institution with one another as well as their European and International Counterparts.

Given the important place held by the College of Law at Baghdad University with respect to Higher Education in Iraq, it was selected as a project beneficiary; it would be included in this project. The College of Law and Political Sciences at Salahaddin University - Erbil, at Kurdistan Region, which also gets an excellent reputation and has existed since 1985 when it was established within the university, was chosen as the second beneficiary of this project.

And this main attention belongs to that Iraq has a long history of Legal Education as well as innovation. The first law studies programme in the country was established at the University of Baghdad in 1921. Over the succeeding years, faculties of law were created at existing as well as newly established universities. Also, Law graduates played a key role in the constitutional and legal evolution of modern Iraq from a dependency of Ottoman Empire through various forms of governance culminating in the emergence of a democratic state after 2003. The profession of law is highly influential in the field of public administration and held in considerable esteem by a wider Iraqi public which affords considerable respect to graduates of institutions of higher learning. In light of several decades of general political repression followed by civil war, the Iraqi legal education system is surprisingly robust. The faculties of law in Iraq constitute fertile ground for reform programmes that correspond to gaps in existing curricula.

Programme Components

Four key activates have been identified as being central to this project.

1- Strengthening the connection between the selected Colleges of Law through technical (ICT) measures.

2-Organizing a study visit by appropriate academics to European academic institutions, and understanding follow-up activities to ensure that long-term benefits are gained from Iraqi and international peers meeting and discussing key matters pertaining to higher legal education.

3-Assisting the selected Colleges of Law in the development of their higher legal curricula.

4-Coordinating intra-university conferences on Comparative and international law and advising on how to achieve maximum benefit from such conferences. 


 Training course about the Election Process

Center for Political and Strategic Studies (CPSS) in our Political Department in cooperation with Iraqi High Electoral Commission (IHEC) –Erbil Branch, started a training course about the Election Process where (50) students participated in the training for (5) days from 26/07/2015 to 30/07/2015. During the training days, two lessons by the lecturers and one lesson by professional teachers and Commission Trainers taught.

By the End of the Training period, on Wednesday 05/08/2015, in the  Social and Cultural Centre of Salahaddin university, in the presence of the President of Salahaddin University, the Assistant of Salahaddin University President for Scientific Affairs, the Dean of the College, the Dean’s Assistant, the Director of the Iraqi High Electoral Commission in Erbil Office, the Head of the Political Department, and the lecturers of the training, the entire participants, lecturers, course trainers, and supervision committees receiving award and Certificate. Meanwhile, the Dean of the College and the Head of the Political Science Department have emphasized on the significant of such a training courses in their speeches.

Preparation for National Level of Grading Project in Kurdistan Universities

Salahaddin University-Erbil Presidency entails the national university ranking project aimed at selecting the academic position of the national universities in Kurdistan, according to formal letter issued by Salahaddin University-Erbil presidency, No: (6418\1\1) in (02\06\2015), which requires all colleges to create a private committee to gather sufficient information to rank National Universities based on their level of academic achievement. Considering this demand, the college of law and politics has appointed these members to participate in data gathering process relating our college, a committee is given the power to do all research and finally present an accurate detailed report to Slahaddin-Erbil University after being carefully evaluated by Evaluation Committee. This process should get it done by (15-08-2015)

In this national university ranking project, all Universities will be ranked according to international academic organizations and scientific institutions criteria on a competitive basis among all Universities in Kurdistan to promote their academic level.

A seminar about Kurdish genocide issue from the international law perspective

On 10-06-2015, center for political and strategic studies invited Dr. Muhammad Ehssan to give a presentation about Kurdish genocide issue from the international law perspective in (Security Council hall) at College of Law and Political Science. Dr. Sherzad, Dean of the College and some academic staff in both departments participated in the seminar which mostly concentrated on the great importance of recognizing Anfal massacre by international community on one side, and calling all the Human Rights institutions to launch an extensive investigation into the Anfal campaign and Halabja attack on the other side. In this open debate, participants insisted that the recognition of Kurdish massacres can play a key role to reach self-determination.

Seminar on Self-determination 

Seminar has been presented about the Self-determination Dossier in the (Madraj Hall) of the Law and Political Science College on Tuesday 05/05/2015 at 11:00 am. In the beginning, the participants and guests have welcomed by Dr. Sherzad Aziz Suleman, the Dean of the College. Later, Dr. Khamosh Omer identified on the Self-determination Dossier in Kurdistan and theouterplaces of Kurdistan Region(disputed areas). Furthermore, Dr. Hasan Khalid Faqi talked about the independent concept. Also, he mentioned the administration, economy, finance process in Kurdistan Region. In addition, Mr. FarhadAwni, as a political analysis, clarifies the possibility of the formulating a successful mechanism for Independent Self-determination in Kurdistan. Then, Mr. MasoudAbdulkhaliq, as a political analysis, has discussed about the independent concept and the eventuality of the Kurds independent in self-determination way which is the rights of each Kurdish individuals. Finally, many ideas and suggestions have been recommended by the participants to enrich the Dossier.
